Your essential tasks
- Updating a digitization strategy
- Preparation and implementation of digitization in theadministration in accordance with OZG 2.0 and EGovG NRW incooperation with the specialist offices and the external serviceprovider KDVZ Rhein-Erft-Rur
- Analysis ofmunicipal processes and expansion of e-government services forcitizens
- Analysis and optimization ofcurrent business processes as part of the transition to a digitalway of working (e-file), comprehensive introduction of the documentmanagement system (DMS) d3
- Introduction ofsystems to support digital work and ensure knowledge transfer,planning and development of a knowledge database with subsequentprocess support
- Communication andcoordination between specialist departments and IT
- Advice and training for the respective departmentsinvolved
- Management of (sub-)projects in thedigitization process and management of external service providers
- Budget planning and management
Mandatory requirements
- A successfully completed degree (Bachelor'sor Diplom (FH)) in business or administrative informatics,administrative management, e-government or digital business or in acomparable field of study or proven equivalent skills based on manyyears of professional experience in the areas of responsibilitydescribed above - alternatively
- Successfulcompletion of Administration Course II (formerly: Employee CourseII) - or
- the qualification for the 1stentry-level office of career group 2 (Diplom-Verwaltungswirt/-in(m/f/d) or Bachelor of Laws or Diplom-Verwaltungsbetriebswirt/-in(m/f/d) or Bachelor of Arts) as well as many years of professionalexperience in the areas of responsibility described above
- Experience in planning and implementing ITprojects and creating concepts
- Knowledge andexperience in process management
- Reliableuser knowledge of MS standard software and project and processmanagement tools
- High level of analyticalthinking skills
- Ability to deal withconflict, decisiveness and assertiveness
In addition, a pronounced service orientation, a highaffinity for IT and the willingness to undergo ongoing training andfurther education as well as familiarization with new technologiesand processes are required.
Desirable
- Several years ofexperience in the IT or organizational area of a publicadministration as well as knowledge of administrative processes andmunicipal specialist procedures
- Practical experience in the implementation of digitization ande-government projects
- Knowledgeof document management and workflow systems
- Knowledge of standard procedures for the provision of ITservices (e.g. ITIL certification)
- Certification in the area of project management
- Certification as IHK DigitalTransformation Manager (m/f/d)
- Knowledge of the legal requirements (OZG, EGOvG NRW)
- Mastery of moderation andpresentation techniques
